International travelers should remember that the TSA is an AMERICAN institution; airport and customs officials in other countries (including Canada) will probably NOT have TSA keys, and may cut your lock, or break the suitcase, if they are concerned about the contents and they don’t allow you to come over and open your own lock.
A better alternative are single-use disposable locks. They won’t stop thieves (except as a psychological deterrent, which may be enough) but at least you’ll know when someone has been in your bags; and if foreign customs people decide that they need to see your belongings, and break the lock, you’re only out a cheap little item – not a sturdy metal lock (or a whole suitcase).
